Deployment

Step 4 of the Activation Process is Deploy & Report. During this phase, PACT members receive assignments, deploy to locations, establish communications, and relay information to Net Control.

REMEMBER

PACT members should follow Net Control’s direction and remain within their assigned roles. Well-intentioned volunteers can unintentionally interfere with emergency operations when acting independently. PACT members do not perform law enforcement, fire suppression, medical response, or other emergency services unless separately trained and authorized to do so.


Receive Assignment

ASSIGNMENT LOCATION

PACT members should be prepared to serve anywhere within Provo. During an activation, Net Control may assign operators to a location or Area Coordination Center (ACC) outside of their immediate area. Initial assignments will be based primarily on operational priorities rather than operator proximity.

PACT Members

Most PACT members will be deployed to one of Provo's nineteen Area Coordination Centers (ACCs). Most ACCs will typically be staffed by one or two PACT operators depending on operational needs and personnel availability.

PACT operators assigned to an ACC are expected to:

  • Establish communications with Net Control
  • Relay situational updates to the Provo City EOC
  • Report infrastructure, utility, or community-impacting issues
  • Assist with message handling
  • Maintain a communication log

Some PACT operators may be assigned to another location like the Brigham Young University Emergency Operations Center (EOC) or the Utah Valley Hospital.

Net Control

Net Control will be designated by the Provo City Emergency Manager and will operate from the Provo City Emergency Operations Center (EOC).

Additional operators may be assigned as Assistant Net Control to support message handling, logging, and emergency net operations at the EOC. PACT members who have completed the Level 4 certification level may be selected to serve in this role.


Deploy to Location

After arriving at an assigned Area Coordination Center (ACC), PACT operators should identify themselves to ACC leadership or the community members who are there.

Area Coordination Centers (ACCs)

Area Coordination Center (ACC)

An Area Coordination Center (ACC) is a predesignated location established to support localized coordination, situational awareness, and communication during emergencies.

During emergencies, community members will gather at ACCs for neighborhood-level coordination and support. The PACT operators attached to an ACC are crucial in maintaining communication between the ACC and leaders at the Provo City Emergency Operations Center (EOC).

ACC BASE STATIONS

Some ACCs are equipped with base stations; however, access is limited and emergency power is not available. Operators should be prepared to operate using their own radio equipment.


Establish Communications

Initial Communications

After arriving at the assigned location, PACT operators should complete the following actions:

  1. Select a safe and practical operating location.
  2. Set up radio equipment and backup power, if available.
  3. Establish communications with Net Control.
  4. Monitor assigned frequencies and maintain radio readiness.
  5. Begin an operator log and document significant activity.
  6. Remain available for additional instructions or reassignment.

Tactical Callsigns

During an activation, PACT members may use tactical callsigns when communicating with Net Control. Tactical callsigns identify the operator’s assignment or location rather than the individual operator.

For ACC assignments, the tactical callsign should be the name of the assigned Area Coordination Center.

For example:

“Net Control, this is Provo Edgemont North.”

Operators should still use their FCC amateur radio callsign as required by FCC regulations.


Report Information

After completing an assignment, arriving at an assigned location, or determining that an assignment cannot be completed, operators should report their status to Net Control.

Reporting Procedures

  1. Contact Net Control.
  2. Identify using your tactical and/or FCC callsign.
  3. Wait for acknowledgment before transmitting traffic.
  4. Provide a concise status update.
  5. Relay formal traffic using the appropriate reporting form, if required.
  6. Confirm message accuracy if requested.
  7. Return to monitoring unless otherwise directed.
OPERATOR GUIDELINES
  • Keep transmissions brief, clear, and professional.
  • Minimize unnecessary radio traffic during emergency operations.
  • Ensure radios, antennas, batteries, and logging materials are operational before handling formal traffic.
  • Use tactical callsigns whenever assigned or appropriate.

911 Services

PACT communication nets are not a replacement for 911 services. Requests for emergency assistance should only be transmitted through PACT communication nets when normal emergency reporting methods are unavailable.
